It is also a good idea to build a third sawmill. Don't forget the saw. Often you can get this with the aid of a little divine intervention, in this case "heavenly gifts". Divine intervention is possible after your second large temple is complete. You won't always get a saw with this miracle so you might want to build a tool smith's works. When this building is complete, you can first produce 2-3 axes and a third saw. While the tool smith's works is being built, you can begin construction on 2 more woodcutter's huts and a third sawmill, all of which should be ready at about the same time.
As soon as your third wood production complex is up and running, you can turn your attention to the rice farms. 4 of them are enough to keep 3-4 distilleries running. Another 4-8 coal mines, depending on the map you are playing, should be built to supply the distilleries with enough coal. For feeding the miners, you can rely on easily obtainable fish at first. Have your tool smith produce 4-5 additional fishing rods and build the same number of fisherman's huts along the coast. These should be as near the mines as possible to save your carriers long trips. If this isn't possible, you can build some storage areas near the mountains and store fish there.
Now it is time to cover the nutritional needs of your miners a little better while your recruitment of soldiers steadily continues. Building 5 farms should do the trick. In the course of play, your rice will come to harvest, which means giving some thought to manna production. 3 distilleries and 3 small temples are usually enough to ensure that the ranks of your soldiers keep up with those of the Romans and also to ensure that you have a decent supply of miracles at your disposal. Afterwards, your grain will be ready for harvesting. To process the grain, you'll need 2 waterworks, a grain mill and 3-4 bakeries. The iron miners (no more than 2 mines are necessary) can get along on a fish diet quite well.
